MANUEL ALEJANDRO ROGELIS TERAN (Colombia)

Location:Cienaga Grande de Santa Marta, Colombia

Extreme Situation:Annual floods in a tropical, hot and damp climatic conditions, incomplete urbanization, inadequate building techniques, serious water contamination by anti-technical septic wells and latrines, very high phreatic level, low productivity, unemployment, ineeficient cooperative organization, serious dwelling problems.

Proposal: Adaptation to periodical flood seasons by means of an amphibious urbanism. Alternative floating public spaces that get active during the flood season, associated to infrastructure (electricty, water supply and sewer systems). Water recycling system articulated with conventional infrastructure. Combination of floating elements (dwelling and public spaces) with elevated fixed components (semipublic spaces, infrastructure and latrines).
